Simple: the designated owners/maintainers themselves can integrate the documentation into the packages (e.g. using Haddock). If the packages require “no [other] maintenance” then only one extra change is needed (to add the documentation).
Then those packages would truly be “timeless” (and more self-contained as a bonus, instead of being scattered throughout cyberspace).
