Why did template-haskell's Haddock documentation disappear in 2.23.0.0?

The module-level comment is present in both, but in 2.22 most of the types and functions in this module have at least some useful documentation which has all disappeared in 2.23! Does anyone know why this has happened and if the documentation is likely to come back soon?
