Take over package `test-framework`

I intend to take over test-framework: Framework for running and organising tests, with HUnit and QuickCheck support

This package is currently unmaintained.

• The listed maintainer was libraries@haskell.org (before I updated this by a revision). Mailing list aren’t subjects and cannot maintain.
• None of the listed mainainers listed on hackage is active: Maintainers for test-framework | Hackage
• Issues raised GitHub - haskell/test-framework: Framework for running and organising QuickCheck test properties and HUnit test cases remain unanswered, e.g. Needs a release, Hackage fell behind master · Issue #71 · haskell/test-framework · GitHub raised in May 2024.

So the takeover is now completed, I published the test-framework and test-framework-quickcheck2 with the latest compatibility updates for the evolving Haskell ecosystem.
